Pennsylvania’s Medical Marijuana Program: Prior Misconduct Often Not a Barrier for Doctors

A recent investigation by Spotlight PA has revealed that prior misconduct is rarely a significant obstacle for doctors seeking to participate in Pennsylvania’s medical marijuana program. The investigation, which obtained health department records, found that many doctors with questionable pasts have been able to obtain certifications to prescribe medical marijuana.

One such example is Matthew Roman, who was once the top doctor in the state for issuing medical marijuana certifications. In 2018, Roman was the only doctor to issue more than 3,000 certifications, according to health department records.
