Virginia Legislature Sends Bill to Governor to Establish Legal Cannabis Market
The Virginia state Senate and House of Delegates have approved a bill to create a legal cannabis retail market in the state, sending it to Governor Abigail Spanberger for signature. The bill, which passed along party lines, aims to establish a regulated cannabis marketplace similar to those in over two dozen other states.
The main difference between the House and Senate versions of the bill was the start date for retail cannabis sales. The House version would have allowed sales to begin in July, while the Senate version proposed a January 1, 2027 start date.
Senator Lashrecse Aird, vice chair of the Joint Commission to Oversee the Transition of the Commonwealth into a Cannabis Retail Market, praised the bill, saying it will “establish a safe, regulated cannabis marketplace” that works for Virginia communities. Aird emphasized that the legislation is designed to be inclusive, providing opportunities for small businesses and those who were disproportionately affected by cannabis prohibition.
The bill aims to address the illegal cannabis market, protect consumers, increase small business opportunities, and support early childhood education and community reinvestment. If signed into law, Virginia would join a growing list of states with legal cannabis markets.
