New York’s Legal Cannabis Market Surpasses $4 Billion in Sales
New York’s regulated cannabis market has reached a significant milestone, with sales exceeding $4.1 billion since legal sales began in December 2022. According to Governor Kathy Hochul, the state has recorded $1.41 billion in sales through the third quarter of this year, making it the third-largest adult-use cannabis retail market in the country.
The growth of the industry is attributed to the state’s efforts to create a regulated market that provides economic opportunities for communities disproportionately affected by past drug policies. To date, the state has issued 2,351 cannabis licenses, including 744 adult-use dispensaries and 1,039 retail licenses. Additionally, 56% of adult-use licenses have been awarded to social and economic equity applicants, aimed at broadening participation in the industry and providing opportunities for those affected by previous cannabis enforcement policies.
The state has also taken steps to combat unlicensed cannabis sales, conducting 352 enforcement inspections and closing 191 illegal storefronts in 2026 alone. Authorities estimate the value of illicit products seized during these efforts to be around $125 million. Overall, 738 illegal storefronts have been padlocked and closed, with 1,615 notices of violations issued, resulting in a total value of nearly $277 million in illegal products seized.
The state is also directing some cannabis-related revenue toward community programs, committing $35 million to date through the Community Grants Reinvestment Fund. The first funding round awarded $5 million to 50 community-based organizations supporting programs involving youth development, workforce training, housing, mental health, and harm reduction.
Governor Hochul praised the industry’s growth, saying, “When New York legalized adult-use cannabis, we made a promise to build an industry that is safe, fair, and creates real opportunity for the communities hit hardest by decades of failed drug policies. Topping $4 billion in sales shows that promise is a reality.”
