New Hampshire House Passes Bill to Legalize Personal Cannabis Possession and Use

The New Hampshire House of Representatives has passed a bill that would legalize the personal possession and use of recreational marijuana for adults aged 21 and older. The bill, HB 75, was introduced by Republican Representative Kevin Verville and passed with a voice vote on Thursday.

The bill would remove criminal penalties for possessing and using cannabis, but would not create a regulated cannabis industry or legalize the sale of recreational marijuana. Public consumption of cannabis would remain illegal, and minors under the age of 21 caught using or possessing marijuana would be guilty of a violation. Those under 18 found to be possessing or using cannabis would be referred for substance use disorders screening.

During the debate, Democratic Representative Jodi Newell spoke in favor of the legislation, citing the overwhelming support for cannabis legalization among Granite Staters. She shared her personal experience of losing her husband to a heroin overdose and her brother to alcohol-related causes, emphasizing that cannabis is a safer alternative.

The bill’s passage is unlikely to be met with enthusiasm from the state’s Republican governor, Kelly Ayotte, who has indicated her opposition to legalizing recreational marijuana. Last year, the New Hampshire Senate passed a bill to legalize cannabis, but it was vetoed by then-governor Chris Sununu. With Ayotte’s likely veto, the bill’s fate remains uncertain.

The debate surrounding cannabis legalization in New Hampshire highlights the ongoing tension between those who advocate for personal freedom and those who prioritize public health and safety concerns.
