Washington D.C. Introduces Bill to Pair Medical Cannabis with Local Breweries

Washington D.C. Mayor Muriel Bowser has introduced a new bill aimed at fostering economic growth and innovation in the city’s medical cannabis and brewing industries. The bill, known as the Medical Cannabis Beverage Product Amendment Act of 2026, would allow licensed medical cannabis shops to partner with local breweries to create cannabis-infused, alcohol-free beverages.

The partnership would provide a new revenue stream for local breweries and distilleries, while also increasing options for medical cannabis patients. According to Mayor Bowser, the move is an opportunity to support two local industries and keep business in D.C.

The bill has several key provisions, including the requirement that all medical cannabis beverages be alcohol-free and sales be restricted to licensed medical cannabis retailers for registered medical cannabis patients only. Direct sales from breweries, distilleries, or traditional retail outlets are strictly prohibited.

The bill also establishes a license endorsement for breweries and distilleries to manufacture cannabis-infused products and introduces a license endorsement for medical cannabis manufacturers to import non-intoxicating cannabinoids for production use. Additionally, all beverages would be required to undergo mandatory testing by a DC-licensed laboratory before retail distribution.

The bill has been praised by Fred Moosally, director of the Alcoholic Beverage and Cannabis Administration, who said that providing a legal pathway for local breweries and distilleries to utilize their expertise in beverage production is the logical next step in maturing D.C.’s medical cannabis marketplace and supporting the local business ecosystem.

Overall, the bill aims to create a new and innovative way for medical cannabis patients to access therapeutic options, while also supporting local businesses and promoting economic growth in the city.
