Michigan Cannabis Shop Owner Banned from Operating After Multiple Violations

The Michigan Cannabis Regulatory Agency has banned Youssef Barakat from operating a business in the state’s cannabis industry, making him the first individual to be added to the agency’s Involuntary Exclusion List. Barakat, who previously owned several licensed marijuana retail businesses, was found to have violated dozens of rules under the Michigan Regulation and Taxation of Marijuana Act.

The agency’s investigation revealed a pattern of violations at multiple businesses owned by Barakat. At one of his shops in Big Rapids, an undercover Michigan State Police cadet was able to purchase marijuana despite being underage. A subsequent inspection found that the business was not in compliance with regulations, including the presence of non-working cameras and no electricity at the location.

Additionally, the inspection found unsecured marijuana products, including some that were not properly packaged with tracking numbers. At another shop in Bay City, the landlord reported that the business was found unlocked with no employees on site, and a large quantity of unsecured marijuana products was discovered.

Barakat’s addition to the Involuntary Exclusion List means that he has never resolved the issues brought to his attention by the CRA. Any licensee in Michigan must screen the list when hiring potential employees or doing business with anyone to ensure they are permitted to participate in the cannabis industry within the state.
